Project Information

Project Description
Caltrans, in partnership with the City of Visalia and the Tulare County Association of Governments, proposes to construct a new interchange at Road 148 and State Route 198 in the City of Visalia in Tulare County. The interchange will provide connections for vehicles, pedestrians, and active transportation users, enhancing travel options for residents.

Purpose
-
Improve mobility through eastern Visalia
-
Accommodate planned local and regional development
-
Improve the circulation of local roads and connectivity to State Route 198
ā
Need
The project is needed to accommodate increasing growth and traffic demands that have generated current and forecasted traffic operations deficiencies for the existing facilities. Two existing interchanges along State Route 198—Lover’s Lane and Road 156—approximately 1 mile west and east of the proposed project location are operating at capacity. A traffic operational analysis indicates that operations at these interchanges would fail during peak hours in the year 2052.
